About NZQA

The New Zealand Qualification Authority (NZQA) is the official government body responsible for ensuring that all qualifications, degrees, and diplomas in New Zealand meet high standards of quality and integrity. Established in 1989, NZQA plays a crucial role in maintaining the reputation of New Zealand's education system and helps to internationally promote the country as a promising destination for those wanting to study abroad.

NZQA is not a membership association in the traditional sense but rather a regulatory authority that oversees the quality of education providers in New Zealand. It is responsible for:

  1. Managing the New Zealand Qualifications Framework (NZQF)
  2. Administering the secondary school assessment system
  3. Quality assuring non-university tertiary education providers
  4. Evaluating overseas qualifications for immigration and employment purposes
  5. Setting and monitoring standards for qualifications in specific industries

For language schools and other educational institutions, NZQA provides a quality assurance framework that ensures students receive education that meets national and international standards. This includes the assessment and approval of courses, monitoring of teaching quality, and verification that institutions have appropriate systems and resources in place.

NZQA's quality assurance role helps to build trust in New Zealand qualifications both domestically and internationally, enhancing the value of New Zealand education and supporting the country's reputation as a high-quality education provider.

Membership Requirements

To be considered for NZQA assessment and registration, educational organizations must meet the following requirements:

  1. Regulatory Compliance: Follow the requirements as stipulated by local and National authorities as well as any other organization as recognized by the Board.
  1. Financial Obligations: Have paid the full amount of fees as requested by NZQA for assessment and registration processes.
  1. Accredited Service: Provide a registered and accredited service for the public, meeting all quality standards set by NZQA.

For language schools specifically, additional requirements typically include:

  1. Quality Management Systems: Maintain robust quality management systems that ensure consistent delivery of education services.
  1. Qualified Staff: Employ appropriately qualified and experienced teaching staff.
  1. Suitable Facilities: Provide adequate facilities and resources for the courses offered.
  1. Student Fee Protection: Implement a Student Fee Protection (SFP) mechanism to safeguard student fees in case the institution ceases operations.
  1. Self-Assessment: Engage in ongoing self-assessment and quality improvement processes.
  1. External Evaluation and Review: Participate in NZQA's External Evaluation and Review (EER) process, which assesses the educational performance and capability in self-assessment of tertiary education organizations.
  1. Course Approval: Obtain approval for all courses and qualifications offered, ensuring they meet the standards of the New Zealand Qualifications Framework.

NZQA's quality assurance processes are designed to be evaluative rather than prescriptive, focusing on outcomes and continuous improvement rather than rigid compliance with detailed rules.

Complaint & Arbitration Procedure

NZQA has a formal complaint procedure for students who have concerns about schools registered with the authority. The process is as follows:

  1. Internal Resolution First: Any complaints that a student has regarding a school that has been registered with NZQA must first be internally addressed with the school themselves through the institution's own complaints process.
  • Downloading the complaints form from the NZQA website
  • Completing the form with all relevant details
  • Providing any supporting evidence
  • Submitting the form either virtually or physically to NZQA
  1. NZQA Complaint Process: If a solution cannot be resolved internally, then the student can escalate the complaint to NZQA by:
  • Postal Address: The Complaints Officer, Quality Assurance Division, PO Box 160, Wellington 6140
  • Email: risk@nzqa.govt.nz
  1. Contact Information for Complaints:

NZQA will investigate complaints related to:

  • Quality of teaching
  • Compliance with NZQA rules
  • Misleading marketing or information
